Yes there are probably kestrels in Oregon but this reeeeally does not look like a kestrel to me! They are much smaller, and even the females are blue on back and orange Buffy colored on chest, just slightly more muted than the males. I'm thinking hawk or falcon.
so hard to tell! usually when I'm not sure, I call everything a Red Tailed Hawk, as they are highly variable in their colorations :-)
